Avon Village Center Project

Hiram Peck and Brandon Robertson

Avon Town Planner, Hiram Peck, told a bit of the history of the Avon village to set the stage for the current Avon Village Center project. The intersection of Route 44 and Route 10 is the de facto center of town historically. The Farmington Canal ran up along what is now Old Farms Road and Route 10.  The railroad followed and remained until the 1980s.  The Farmington Canal Heritage Trail bike path currently follows the old rail route crossing under Route 44 near the Avon Police Department.

A copy of the presentation can be found in the Presentations & References section section of this newsletter.

In 2004 the Planning Commission review the town plan concentrating on the land adjacent to the Route 44 and 10 intersection. The commission desired to create a sense of place after the rail line was removed.  The new plan was intended to create a more pedestrian friendly area with more small footprint housing making good use of the 100 acre undeveloped land to the northwest of the intersection.

The plan has undergone numerous changes since 2004. The 2015 plan incorporates 2-3 story buildings and a main street. The plan includes a vertical mix of development approximating 1.2 million square feet of development.  The estimated of new revenue generation is $3 million.

The current ratio of commercial tax base to residential is 78%/12%. Like the other Farmington Valley towns, Avon hopes to increase the commercial portion of the tax base. The Avon Village Center project will help.
