Cal (Carolyn) Miller-Stevens was happy to have joined the 75-year club! She is glad to be part of Rotary and feels blessed to have so many friends, a wonderful family, and a great husband. Cal shares her hospitality with many groups and individuals in Avon and neighboring towns. She has been very generous with our club in hosting a holiday party and dinner every year.
 
Happy Birthday, Cal! We are lucky to have you in Rotary.

Peter Vignati was appreciative of all the cards when his sister died and for the number of people who attended her funeral. He was also happy that the membership event held the night before at Golf Lounge 18 was a success with about 20 members and 20 prospective members.
 
Ann Clark was happy to be at the meeting. She appreciated the cards and calls after her recent fall. She missed being at the Friday meetings. She couldn’t do anything but sit on the couch for four weeks. She especially appreciated a visit from Luke on a Friday evening.
 
Sue Budde was happy to have Ann, her mentor and guiding light, back at the meeting.
 
Joanne Santiago was happy about the membership event and Ann’s return. She asked that members remember Art Hayes, a past member of the club, who died recently.
 
Chris Lamadrid was happy about her 6th anniversary as a Rotarian. Her time in the club, especially the two years as president, has been challenging and wonderful. This past Monday she was headed to Yale New Haven for surgery to rearrange her abdomen and make more room for the large kidney she received in 2022. She asked Rotarians to pray for her quick recovery.

Tom Wood was inducted into the Rotary of Avon-Canton. He was formerly a member of the West Hartford Rotary. We are happy to have him with us and will get to know him better in coming weeks.

Sean Scanlon
Duties and Services of CT State Comptroller
 
 
 
President Luke introduced Sean Scanlon, who addressed guests and members, sharing Connecticut's fiscal progress yet challenges ahead to build confidence and attract families/businesses.
 
Connecticut's Fiscal Progress and Challenges:
While surpluses, job growth and reduced migration show promise, unfunded pension debts remain, nonprofits seek support, and political will for reform risks wavering, though Sean advocates continued guardrail adaptations for changing times.
 
Adapting the guardrails for future needs.
Sean argued incentivizing regionalization over mandates, modernizing property taxes, and enabling new town revenues could empower communities and justify car tax repeal while guardrails ensure stability, though views diverge on their future.

Sean detailed how regionalization incentives, not penalties, and allowing taxes on activities like AirBnB could boost town budgets reliant on volatile property taxes, though political will and a balanced approach is needed to modernize systems.
 
Reforming pensions and paying down debts
Sean recounted labor-management pension reforms, switching to defined contribution plans for new hires to stabilize costs, while guardrails now enable accelerated debt payments after decades of underfunding, though more progress is still needed.
 
Questions and closing remarks
Members and Sean discussed Hartford schools' fiscal challenges, investment returns on pension funds, and Sean's optimism that continued progress and public participation can solve problems despite political headwinds, inviting future discussion.
 
It was good to hear from a politician who wants to work with both parties. We hope Sean is setting an example that others will follow.
